[Firehol-devs] Wiki manual pages now transcribed

I think I am done transcribing the FireQOS manual from the Wiki into
manpage format.

The pdf/html and manpages are all in the package and can also be
accessed directly via the test website, here:
  http://test.firehol.org/manual/

Any feedback or corrections appreciated.
