iplists with the same format

Hi,

First of all thank very much for the firehol IP lists effort.

I'm using that list to block manually the bad IPs. But I found that the format of
different list varies: sometimes they have some kind of copyright page and sometime have not.

I think unifying format will help scripts to download and treat IPs. A raw IP list could be ideal for me.
If you need copyrighted head, perhaps you could include in another file (like reuse annotate --force-dot-license does)
